This was one of Ronald Reagan's most famous phrases, uttered in a speech in Berlin, in June, 1987.  It was a challenge, and an invitation, to the forces of totalitarianism in Europe: allow the freedom of the human spirit to blossom, and you will prosper.  Deny it, and your state will fail.  Indeed, 12 years later, the Berlin Wall fell, marking the end of Soviet domination in Europe.
